separately addressed their nations at around the same time on Wednesday (noon EST.)
The two leaders had spoken by phone for more than 45 minutes Tuesday, “the first substantive presidential-level discussion between the U.S. and Cuba since 1961.”
In Raul Castro’s speech,he reportedly urged Obama to use “executive action” to bypass Congressionally imposed sanctions on Cuba.
