Plans have been submitted to a local council in the hope of building new supported living units. Middlesbrough Council registered plans for the Low Lane site on May 23; the application form


explains the ambition to build five one bedroom flats and create a car park, with the current site being described as a garden. The proposed plans include six car parking spaces and four


cycle spaces. Additional planning documents state that the building will have the appearance of a two storey detached dwelling. The applicant, Action4Care already operates small six person


care homes throughout the North East, including in the adjacent building on Low Lane. The company caters for adults with learning difficulties, “offering them the chance to live in


residential areas to help them to assimilate with society before living normal independent lives”, papers explain. The proposal is said to be “independent” of the adjoining care home and is


set to go “one step further” into living in the community as selected 18-65 year old residents will have the chance to live in their own bedroom with an element of care as required. No


residents will have their own cars and visitors are expected “rarely”. Residents’ transport needs will be served by a company multi-purpose vehicle or a mini-bus or public transport and


access to the site would be gained from the existing drive and parking area for the neighbouring care home. The site is currently part of the garden of the neighbouring Low Lane property,


and is located on the junction with the A1032 at the Blue Bell roundabout. The site is separated from the roads by semi-mature trees and shrubs. As well as being a visual screen, these are


deemed by the planning agent to act as a barrier to traffic noise. The proposed building would “reflect the general character” of properties on the southern side of Low Lane. The planning


statement insists that there aren’t any surrounding houses that would be affected by either the first floor windows on the proposed development or by any loss of daylight. The statement adds


that all five rooms meet the necessary nationally described space standards. Kader ward councillors and residents who neighbour the proposed site have been consulted on the plans and have


the opportunity to support or object to the proposals, or even make neutral comments in response. Following the consultation period, it will either be up to council officers or the council’s
