builders. Trained and experienced traffic experts? Looks like not one. Why no environmental quality watchers? Isn’t this thumb-nosing the public? Could they reflect professional highway

planning other than: It oughta go this way, or thataway, or “just be sure it goes by my housing development.” Also, who is “studying” the proposed San Joaquin freeway’s impact on the area’s
