CRIME AND LIFE: Justice Department officials hope to increase from eight to 14 the number of cities able to participate in a federal program that combines crime-fighting efforts with social
programs. One key backer is Atty. Gen. William P. Barr, who contends that social welfare and crime-fighting programs should go hand in hand to be most effective. . . . The cities to receive
