A controversial extension of Seapoint Street to Pacific Coast Highway quietly opened late last month. The $1.2-million four-lane road extends 400 feet at edge of the new Surfcrest
condominium project, near Palm Avenue, to Pacific Coast Highway. It was paid for by Seacliff Partners as a city condition to develop 3,800 homes in the area. The city required the extension
to improve access for police and fire units and as a disaster evacuation route. But area residents opposed the extension, saying they believed it would bring heavy traffic, noise and crime.
