LA PALMA — Brigitte Charles, who has served as assistant to the city manager for five years, has resigned and the position will not be filled, City Manager Daniel E. Keen said. Keen said the


resignation, effective April 19, came as a “mutual decision” between Charles and him. Charles could not be reached for comment. The new city budget, which Keen submitted to the City Council


last week, does not call for filling the vacancy. “The city will be hiring a management analysis person, but it’s not the same position that Brigitte held,” Keen said. “Brigitte wore three


hats: assistant to the city manager, city clerk and personnel director.” Keen said the new management analysis employee will handle some of the duties performed by Charles “and the rest are
